 <description>&lt;p&gt;I&amp;#39;ll do some more checking, but I&amp;#39;m certain that higher utility bills have nothing to do with renovations at the high school.  The Independent Review has never linked the two things before, so I&amp;#39;m wondering what newspaper you got your information. Litchfield School District and Litchfield Public Utilities are two separate public entities and the budget of one is not linked in any way to the budget of the other.&lt;/p&gt;
&lt;p&gt;We did report in the Independent Review about escalating utility rates, which would be coming as a result of higher electricty costs from the city&amp;#39;s providers — Southern Minnesota Muncipal Power Agency and Western Area Power Administration. WAPA&amp;#39;s wholesale electric rate jumped 12.1 percent, while SMMPA&amp;#39;s jumped 5 percent early this year. In response, the Litchfield City Council approved two rate increases, one of 7 percent in December 2005 and another of 10 percent in February this year. &lt;/p&gt;

 <title>Increase in Public Utilities Bill</title>

 <description>&lt;p&gt;Has anybody noticed how much higher the utility bills have been lately. I am paying $70.00 more now then i did last year at this time. Why the increase?? I heard it was from that we have to help pay all the new renovations that they did to the high school.&lt;/p&gt;
